Rezoning of Land Across Singapore to Unlock 12,000 New Homes
In a major move to expand housing supply, the government is set to rezone land in 11 areas across Singapore for residential use. This initiative, proposed under amendments to the Master Plan 2019 by the Urban Redevelopment Authority (URA), could yield up to 12,000 new homes — both public and private — in the near term.
Key Areas for Redevelopment
1. Former Keppel Golf Course (Telok Blangah Road)
-
A new site with a plot ratio of 4.3 could yield around 1,000 public flats.
-
This is in addition to 740 homes already planned under the 2025 Government Land Sales (GLS) programme.
-
Likely to be a Prime BTO project, analysts expect strong demand.
(Reference: Telok Blangah Beacon in 2021 drew 30 first-time applicants per 4-room flat.)
2. Toa Payoh / Bishan
-
Central and highly sought-after due to location and school proximity.
-
Toa Payoh Link / Toa Payoh Rise:
-
Proposed for residential with commercial use on the ground floor.
-
High plot ratio of 4.7, potentially yielding 4,000–5,000 units (mix of public and private).
-
Could become an integrated development and town centre.
-
-
Lorong 4 Toa Payoh:
-
Smaller site with plot ratio of 3.4, could yield 300–350 condo units or 200–250 HDB Plus flats.
-
3. Sin Ming / Upper Thomson
-
Lorong Puntong:
-
Mid-sized site (~4,000 sqm), may support 130–150 condo units.
-
-
Upper Thomson Road:
-
Rezoned sites may yield 2,200–2,300 condo units or 1,500–1,600 HDB flats.
-
4. Tampines
-
Tampines Street 11:
-
Residential site within a proposed health and medical zone.
-
Estimated to yield 200–250 HDB flats (plot ratio 2, 14,433 sqm).
-
Nearby Parktown Residence launched in February 2025 with 87% of 1,193 units sold in 2 days at S$2,360 psf.
-
-
Analysts caution potential buyer resistance due to proximity to healthcare facilities.
5. Pasir Ris
-
Site at Pasir Ris Drive 3 & 10 proposed for residential use (plot ratio 3.2).
-
May be sold via GLS and yield 1,100–1,180 condo units.
-
Pasir Ris hasn’t had a GLS condo site since 2012.
6. Bedok South Road
-
Former school sites may be rezoned.
-
Estimated potential: 1,000–1,100 condo units or 700–800 HDB flats.
7. Yishun / Chencharu
-
Site near Chencharu Park may produce 1,000+ BTO flats.
-
The first GLS site in Chencharu (3 ha) launches for tender on May 22, offering 875 condo units + 13,000 sqm commercial space.
-
The government sees potential for 10,000 homes in Chencharu over time.
8. Simei / Upper Changi
-
Land at Sunbird Avenue, Simei Road, and Upper Changi Road may be redeveloped for housing.
-
Amendments aim to enhance housing and infrastructure in Upper Changi.
9. Tengah – Brickland District
-
Multiple parcels to be developed for 1,400 new flats.
-
Plans include supporting amenities: parks, worship spaces, schools, and healthcare.
The planned rezoning and development of land parcels across Singapore marks a strategic step in boosting housing supply across key regions. With strong demand expected in both new and mature towns, this initiative could reshape the housing landscape — while also tempering prices in the red-hot resale market.
